A Proclamation on Institution of the Camp Hale-Continental Divide Nationwide Monument

The Camp Hale and Tenmile Vary space lies alongside the continental divide in north-central Colorado and is treasured for its historic and religious significance, gorgeous geological options, and distinctive wildlife and vegetation.  The rugged panorama serves as a residing testomony to a pivotal second in America’s navy historical past, as these peaks and valleys solid the elite troopers of the famed tenth Mountain Division — the Army’s first and solely mountain infantry division — which helped free Europe from the grip of Nazi management in World Battle II.  The realm can also be foundational to preserving and decoding the story of tenth Mountain Division veterans who, after their return from World Battle II, utilized the abilities they discovered within the Camp Hale and Tenmile Vary space to ascertain America’s snowboarding and outside recreation trade.  As we speak, the largely undeveloped peaks, slopes, and valleys of the Camp Hale and Tenmile Vary space present veterans, their households, and different guests with a spot to be taught the historical past of the tenth Mountain Division; to honor their sacrifices and contributions to our Nation; and to expertise firsthand the formidable environs that taught American troopers to endure excessive mountain terrain, deep snow, and punishing chilly.  This endurance proved pivotal to the success of america and its allies in World Battle II when, in February 1945, the tenth Mountain Division efficiently scaled a 1,500-foot cliff face to seize a German place within the Apennine Mountains, serving to the Allies to interrupt by the German defensive position in Italy and push additional into Europe.

The Army started building of Camp Hale in April of 1942 within the Pando Valley after the Division of Agriculture licensed the Battle Division to make use of 179,000 acres of Nationwide Forest lands to coach troopers to climb and ski in preparation for operations in harsh, chilly, high-altitude areas.  The valley ground — which sits at 9,200 toes in elevation — was broad sufficient to carry a big encampment, and the Eagle River, which passes by the valley, offered a year-round water provide.  Close to the encampment had been coaching grounds match for the Army’s function, together with the rugged Tenmile Vary’s rock faces, deep snow, and frigid temperatures.  The positioning additionally took benefit of present infrastructure, such because the close by rail system and freeway, which stay essential arteries by the Rocky Mountains.

Guests can see traces of the lifetime of the 1000’s of younger servicemen and roughly 200 servicewomen who had been stationed at Camp Hale alongside the valley ground, surrounded on all sides by forested hills and mountains stretching as much as greater than 14,000 toes.  At its top, Camp Hale sprawled throughout practically 1,500 acres.  Its 1,000 buildings included 245 barracks (which might home greater than 15,000 troopers), mess halls, warehouses, coaching services, firing ranges, administrative buildings, stables, corrals, a veterinary middle, theaters, chapels, a area home, and a hospital.  The camp additionally featured parade grounds, recreation areas, gunnery ranges, a fight vary, ski hills, a stockade, a motor pool, railyards, and an intensive highway and bridge community.  A number of contiguous areas on the aspect slopes of the valley additionally served as coaching areas for snowboarding and mountaineering, storage areas for ammunition, and goal coaching websites.

Between April and November of 1942, a whole bunch of building staff — many residing in harsh situations in tents, trailers, and even in vehicles and vehicles — rushed to construct Camp Hale.  Racial discrimination in opposition to Hispanic and Black building staff on the camp caught nationwide consideration and led to an investigation by the Battle Manufacturing Board, prompting america Army to difficulty an order in opposition to racial discrimination in warfare building initiatives within the area.  This historical past — and the historical past of segregation inside the Army itself throughout World Battle II — is a crucial part of the expertise of visiting and understanding Camp Hale.

Camp Hale opened for operation on November 16, 1942.  Following the conclusion of the warfare, the Army used the camp solely sporadically till its everlasting closure in 1965.  At the moment, many services had been eliminated or buried; nonetheless, a lot of the camp stays seen as we speak, and the positioning was positioned on the Nationwide Register of Historic Locations in 1992.  The structure of the camp will be discerned from its grid-like highway system, fashioned by 3 main north-south roads and 21 east-west crossing streets, lots of that are identifiable or nonetheless in use.  Concrete foundations for the warehouse space, the Corps Space Service Command compound, the division headquarters, and the barracks lengthen throughout the valley ground.  Within the middle of the positioning lie remnants of the sphere home, together with buttresses and the ground slab.  Proof of six ammo bunkers within the journal space, which offered ammunition storage for the camp, occupy a small saddle on the northeast aspect of the valley.  On a hill simply to the south of the journal space stay the footers of the 4 water tanks that provided the camp.  On the japanese fringe of the camp, the rifle vary stays largely intact, and the vary’s goal butts — a protracted collection of rooms constructed of strengthened concrete — can nonetheless be seen.  The realm across the camp additionally contains remnants of the coaching that occurred there:  the unique pitons used to coach technical climbing are embedded in a number of northeastern cliffs, and the stays of a tow and carry will be seen alongside two ski hills on the south finish of the valley.

Whereas Camp Hale was in operation, coaching workouts occurred among the many peaks and slopes round Camp Hale and within the Tenmile Vary.  As we speak, the peaks that stay undeveloped round Camp Hale — which embody Pearl Peak, Sheep Mountain, and Taylor Hill — and within the Tenmile Vary — which embody Peaks 1, 3, 4, and 5; the western slopes of Peaks 6 by 10; Tenmile Peak; and several other different named peaks (such because the 14,625-foot Quandary Peak) that reach to the south — are largely unchanged because the Nineteen Forties.  All the panorama of the Camp Hale and Tenmile Vary space, subsequently, serves as a sort of residing museum, permitting guests to think about and perceive what life was like for the younger servicemen within the tenth Mountain Division.

Camp Hale and its environment, together with the undeveloped areas of the Tenmile Vary, had been used to coach the tenth Mountain Division, the 99th Infantry Battalion, and different items in mountain and winter warfare.  This iconic location impressed navy innovation.  Whereas coaching there, the 99th Infantry Battalion — a novel, Norwegian-speaking navy unit that consisted primarily of Norwegian nationals and People of direct Norwegian descent — developed a mount for heavy equipment utilizing two skis.  Following World Battle II, Camp Hale’s distinctive attributes supported extremely categorized nationwide safety efforts.  Within the late Nineteen Fifties, the Central Intelligence Company skilled varied particular mission groups at Camp Hale, together with practically 170 Tibetans for operations in China in opposition to the communist authorities.

The realm can also be foundational to the historical past of the United States ski and outside recreation trade and thus has had a profound affect on American tradition.  Veterans of the tenth Mountain Division based or managed greater than 60 ski resorts upon their return from deployment, some in the identical mountains the place that they had skilled.  The remnants of the Mount Royal/Peak One Ski Jumps, together with a scaffold that supported the judges’ platform, may also be discovered within the space.  Different veterans from Camp Hale would go on to turn out to be trailblazers in conservation and outside training and recreation:  David Brower served as the primary govt director of the Sierra Membership; Paul Petzoldt based the Nationwide Outside Management College; and Fritz Benedict based the tenth Mountain Division Hut Affiliation, which manages a community of 30 mountain huts — together with three within the Camp Hale and Tenmile Vary space — that allow backcountry skiers, mountain bikers, and hikers to entry and expertise the historic and scientific objects discovered there.  Journeying to the Camp Hale and Tenmile Vary space of the continental divide permits guests to expertise the mountains and valleys that impressed these veterans to make essential contributions to conservation and recreation and to find out about and replicate on the mark they left on America once they returned from service throughout warfare.

The Camp Hale and Tenmile Vary space can also be wealthy in historic human historical past.  The realm bears the marks of centuries of habitation by Indigenous peoples who’ve known as the area dwelling since time immemorial and who referred to this space of the Rocky Mountains as Káava’avichi — that means “mountains laying down.”  Compelled from a lot of their homelands when treasured minerals had been found, their historical past serves as a stark reminder that america’ dedication to its highest beliefs of democracy, liberty, and equality has too typically been imperfect, notably for Tribal Nations and Indigenous peoples.  For 1000’s of years, the Ute individuals traveled to the Pando Valley when winter snows melted as a part of an annual migration circuit to hunt recreation and acquire medicinal vegetation.  The realm additionally served as an essential transportation hall for these touring to sacred scorching springs in Glenwood Springs, and the normal Ute path lies beneath the highway that runs alongside the Eagle River as we speak.  Proof of those historic occupants is discovered at a whole bunch of web sites, together with lithic scatters, a high-elevation prehistoric camp, and stone circles the place projectile factors and prehistoric instruments have been discovered.  Burial websites of historic connection to the Ute Tribes — and of significance to them as we speak — may also be discovered within the space with funerary objects and the stays of ancestral peoples who lived within the space 1000’s of years in the past.  One such web site holds the 8,000-year-old stays of an historic Ute — believed by some to have been an individual of nice stature within the Ute group.  Among the objects of cultural significance to the Ute Tribes are delicate, uncommon, or weak to vandalism and theft; subsequently, revealing their particular names and areas might pose a hazard to the objects.

Because of the 1873 Brunot Settlement and an 1880 Congressional declaration, the Ute Tribes forcibly relinquished the Camp Hale and Tenmile Vary areas (and far of the remainder of their homelands), and retained solely small parts of their ancestral homelands on reservations in southwestern Colorado and japanese Utah.  Greater than a century later, nonetheless, the Camp Hale and Tenmile Vary space stays culturally essential to the Ute individuals, who contemplate the realm an essential place to honor their ancestors.  They proceed to return to the area to forage for medicinal and ceremonial vegetation, hunt, and fish.

The realm is replete with proof of the mining exercise that sparked the exclusion of the Ute individuals and drove improvement within the area within the late nineteenth century.  Perched on the aspect of Mount Royal at an elevation of 9,600 toes and named after the Pennsylvania hometown of one among its traders, the Masontown mining web site as soon as included a mill, quite a few mine shafts, and a boarding home and houses that accommodated a number of hundred staff, till an avalanche destroyed the mill in 1912.  As we speak, guests alongside the Masontown Path within the north finish of the Tenmile Vary space can observe remnants of the mill web site, together with bricks from the foundations of cabin ruins, miscellaneous containers, and items of metallic gear.

Different websites of historic curiosity exist within the space.  To help the burgeoning mining trade within the area, railroad strains operating by Tenmile Canyon on the northern finish of the Tenmile Vary had been constructed by the Eighteen Eighties to attach small mountain settlements with Denver.  Proof stays of those historic rail strains and rail beds, in addition to rock buildings that had been constructed to help railroad building.  The aim of those distinctive rock buildings, often called stone huts, stays a thriller, however they could have been utilized by Canadian woodcutters who labored on the development of railroads.

An exhaustive survey and research of all the space has not been accomplished; archaeologists and navy and different historians anticipate that many different such culturally and traditionally essential websites stay to be found all through the realm, thereby enriching our understanding of the realm’s significance.

Along with the quite a few objects within the area that doc the historical past of America and historic peoples, Camp Hale and the Tenmile Vary kind a geologically and ecologically linked panorama — rugged and gorgeous in look — that comprises quite a few options of scientific curiosity, together with tarns, waterfalls, and alpine tundra.  The continental divide — a defining high-altitude geologic function of the Western Hemisphere that separates the watersheds of the Pacific and Atlantic Oceans — stretches alongside the southern border of each the Camp Hale and the Tenmile Vary landscapes.  Guests can journey alongside the Continental Divide Nationwide Scenic Path, which passes by the realm, to discover the altering geology and ecology alongside the backbone of the continent.

The realm’s geology and irregular topography fashioned in the course of the Pleistocene glacial interval when retreating glaciers deposited a big terminal moraine north of the present day Camp Hale, damming the Eagle River and forming an adjoining lake basin.  When the lake finally overflowed, the Eagle River reduce a brand new channel forming the deep, slender canyon the river occupies as we speak whereas leaving the lake intact.  Over time, the lake drained, and the previous lake ground grew to become the broad, flat Pando Valley.

To the east, the Pando Valley abruptly offers approach to the hovering peaks of the Tenmile Vary, which stretches to the continental divide.  The vary boasts 10 peaks over 13,000 toes in elevation, together with Quandary Peak, which, at 14,265 toes, is one among Colorado’s iconic and most-visited “Fourteeners.”  The slopes of those peaks are dwelling to a number of high-alpine lakes, together with the Pacific Tarn to the southeast of Pacific Peak, which, at 13,420 toes, is the best named lake in america.  Waterfalls descend the slopes — together with Continental Falls, Mohawk Basin Falls, and McCullough Gulch Falls — and are parts of a hydrologic system that defines the mountain west.  Rock, too, descends from the vary.  Studied for many years, the Spruce Creek rock glacier, which is fed by a rockfall from Pacific Peak’s northeast cirque, has superior our understanding of the move mechanics and morphology of rock glaciers.

The realm’s excessive peaks and alpine valleys include uncommon and fragile native alpine tundra ecosystems that embody species uniquely tailored to excessive altitudes.  Two of the 4 recognized populations of the Weber’s drab — a diminutive plant with yellow flowers standing just a few inches tall — will be discovered within the Tenmile Vary.  Fewer than 300 recognized particular person vegetation of this species exist throughout 4 distinct populations distributed over 7 sq. miles.  The diminutive plant is most frequently discovered within the splash zones of rocky crevices alongside streams close to the timberline.  Ephemeral swimming pools brought on by snowmelt amongst boulders and high-altitude alpine lakes within the space additionally host the uncommon and aptly named ice grass.  Tiny in stature — standing lower than an inch tall — ice grass will be discovered solely in chilly, high-altitude areas.  The grass seems in solely remoted, disjunct areas in Colorado, with the subsequent nearest recognized inhabitants positioned a whole bunch of miles away in northwest Wyoming.

Among the many Engelman spruce, subalpine fir, lodgepole pine, and quaking aspen stands that dominate the realm, guests would possibly glimpse Canada lynx — a federally listed threatened species — or the boreal toad — Colorado’s solely alpine species of toad and a Forest Service delicate species that inhabits subalpine forest wetlands at elevations between 8,500 toes and 11,500 toes.  The realm is a crucial habitat connectivity hall for lynx and associated species.  Spruce and McCullough Creeks maintain populations of inexperienced lineage Colorado River cutthroat trout — additionally a Forest Service delicate species — which can be core conservation populations beneath the Colorado River Cutthroat Trout Conservation Technique.  The realm additionally offers a habitat for mountain goats, moose, bighorn sheep, Rocky Mountain elk, mule deer, black bears, mountain lions, bobcats, bald eagles, white-tailed ptarmigans, hoary bats, olive-sided flycatchers, martens, pygmy shrews, boreal owls, northern goshawks, and several other species of waterfowl.

In mild of threats posed by vandalism, unmanaged recreation, and local weather change, defending the Camp Hale and Tenmile Vary space of the continental divide will protect its historic and prehistoric legacy and preserve its numerous array of pure and scientific sources, making certain that the historic and scientific values of the realm stay for the good thing about all People.  Reserving this space would additionally honor the valor and sacrifice of the tenth Mountain Division, safe ongoing alternatives for Tribal communities to proceed religious and subsistence practices, and allow the area’s fashionable communities and the Nation to proceed to learn from the realm’s world class outside recreation alternatives.
